"The saying "the snake is smoking" comes from the brazilian doubt that the Allied Foces would need the help of Brazilian soldiers during the war. People used to say that was easier to see a snake smoking than Brazil joining the war. So when the expeditionary forces were called to arms they adopted that slogan "the snake is smoking"." - Deleted Account
